ASEAN 5GSKILLS FRAMEWORK

ASEAN’s digital future will be defined not only by the technologies we embrace, but by our collective ability to develop the talent that will innovate, secure, and maximise their potential. As 5G accelerates digital transformation across industries, governments and communities, the region must ensure that its workforce possesses the capabilities needed not only to adapt to change, but to lead it.

The ASEAN 5G Skills Framework was developed in response to this shared regional priority. Spearheaded by the Malaysian Communications and Multimedia Commission (MCMC) under the Ministry of Communications Malaysia, the Framework reflects the collective aspirations of ASEAN Member States to strengthen digital capabilities and build a future-ready workforce. Its development was made possible through close collaboration among ASEAN Member States, industry leaders, regional experts and partners, with support from the ASEAN ICT Fund. The Framework’s endorsement at the ASEAN Digital Ministers’ Meeting in Hanoi, Vietnam in January 2026 underscores ASEAN’s shared commitment to preparing our people for the opportunities and challenges of the 5G era.

By providing a common regional reference for priority job roles, competencies and emerging skills, the Framework establishes a practical foundation for greater regional coordination. It supports policymakers and regulators in aligning workforce development strategies, enables industry to anticipate evolving talent requirements, and guides academia and training institutions in designing programmes that remain relevant to the needs of a rapidly evolving digital economy. The Framework’s recognition as a Winner Project under WSIS Action Line C1 at the WSIS Prizes 2026 further affirms the value of this collaborative ASEAN initiative and demonstrates the impact that can be achieved through regional cooperation, shared expertise and a common vision.

The publication of this Framework marks an important milestone, but it is only the beginning. Its true value will be realised through sustained implementation, continuous refinement and its translation into meaningful policies, programmes and partnerships that empower individuals and strengthen national and regional capabilities. Achieving this will require the continued commitment of governments, regulators, industry, academia and training providers across ASEAN.
